Mumbai: The Centre will make a slew of provisions for Divyang students in the upcoming education policy and has already asked schools to provide adequate facilities to them, HRD Minister Prakash Javadekar said on Saturday.

“We will make a lot of provisions for Divyang students across the country in our upcoming new education policy. We have asked the management of schools to provide ramps in buildings, make available separate toilets for them or modify/upgrade the existing toilets and facilitate their easy movement on the premises,” he said.

Javadekar was talking to reporters on the sidelines of an event where he met and interacted with over 100 visually impaired girls at a city school.

He said interaction with Divyang students was part of BJP’s decision to celebrate September 17, the birthday of Prime Minister Narendra Modi, as Sewa Diwas.

“Our MPs, MLAs and other leaders decided to celebrate our Prime Minister’s birthday as Sewa Diwas. Therefore, we decided to reach out to Dalits and those oppressed and underprivileged,” he said.

Javadekar was impressed with the training facilities available for students at the 116-year-old Kamla Mehta School for the Blind in Dadar.

Lauding the efforts and aspirations of the girls and their teachers, the minister said, “What we all need is just commitment and zeal to move ahead in our life. These girls are a source of energy and inspiration.”

Maharashtra Minister for Social Justice Rajkumar Badole, BJP MP from Beed Preetam Munde and officers from the office of Chief Commissioner for Persons with Disabilities were present on the occasion.

Javadekar also briefly highlighted what the NDA government was doing for the uplift of Divyangs (persons with disabilities).

“Our government has undertaken ‘Sugamya Bharat’ initiative to achieve universal accessibility (of infrastructure) for Divyangs.

“The government is providing needful support by appointing teachers for Divyang students. And now the need of the hour is to go for mapping of such students, bring them to schools and impart them with necessary skill sets.”

Centre plans to introduce quota for faculty at IIMs

Ahmedabad: Union HRD Ministry has proposed to introduce reservation in teaching positions at Indian Institutes of Management (IIMs) and will hold talks with the chiefs of these premier B-schools in this regard.

As part of the proposal to introduce quotas in faculty posts at IIMs, chairmen and directors of IIMs will meet at IIM Shillong on September 20 to discuss the matter, HRD Minister Prakash Javadekar told media persons here today.

Javadekar said he is also reviewing the existing reservation system for faculty posts in other premier educational institutes like IITs and NITs.

“I recently held meetings of Councils of Indian Institutes of Technology (IITs) and Indian Institutes of Information Technology (IIITs) in Delhi to discuss this issue,” he said.

“I also plan to hold such meetings with National Institutes of Technology (NITs) and central universities. I am conducting a review of all institutes and existing system (for faculty reservation), and government rules pertaining to reservation and related provisions under Constitution.”

Javadekar earlier visited IIM here to interact with faculty members and students.

Currently, there is no reservation for SCs, STs and OBCs in teaching jobs at IIMs, all set up by the government. All IIMs are registered societies governed by their respective Board of Governors.

He said a Bill, which aims to provide IIMs more autonomy in their governance and allow them to offer degree courses, is currently at “proposal” stage.

“The IIM Bill will provide more autonomy to the IIMs, and allow them to offer degree courses, which they cannot do now because of their status as a society. We will amend existing laws like we did for IITs and NITs to allow them to offer degree courses,” he said.

“The new Bill is at proposal stage. It will be taken up by different ministries which will offer their recommendations. It will then go to the Cabinet, and then to Parliament,” the Minister said.

“What our government intends is to allow more autonomy to the IIMs and other higher educational institutes so that they grow on the basis of their quality,” he said.

Javadekar said the Modi government is working in the direction of “improving the quality of education.

“Our aim is to promote education and make it accessible to all. From KG to PG, 27 crore students are taking education. Our aim is to improve the quality of education.”

The government is in dialogue with stakeholders to frame an “effective (education) policy”, he said.

This will help engineering and MBA schools to take pre-emptive measures to improve various employability skills of students and make them job ready before they start applying for jobs, AICTE said in a release issued here today.

Under this association, Wheebox will conduct employability skill test to give all aspirants a snapshot of their capabilities around numerical aptitude, problem solving, English, computing skills and psychometric traits.

Additionally, the candidates will also be assessed on their respective domain knowledge.

“Under this initiative, AICTE’s strategic association with Wheebox will enable candidates from technical and business schools to test their employability skills in a standardised way by using Wheebox Employability Skill Test,” AICTE Chairman Anil Sahasrabudhe said.

Wheebox Founder and CEO Nirmal Singh said, “There is a significant skill gap in the country with above 60 per cent of students unemployable, highlighting the urgent need of revamping education.”

“Our association with AICTE, will prepare students to identify their job readiness which would help the industry in talent matchmaking,” Singh added.

“The (yoga training) scheme would be implemented by Goa Educational Development Corporation (GEDC) for a period of six years commencing from the ongoing academic year,” Director of Education GP Bhat told reporters.

The government also intends to constitute a state-level ‘yoga cell’ of yoga experts.

 “A healthy approach towards education and life can be developed right from a young age via the most powerful yogic practises. Yoga at primary level will definitely help develop an effective system to create healthy citizens for the nation,” Bhat said.

‘Khel-Khel Me’, a yoga training book based on NCERT syllabus and prepared by Patanjali Yog Peeth will be taught from std I to std IV.

The problems which school children face, such as stress, depression, lack of concentration, exam phobia, behavioural problems, relationship issues and drug addiction can be tackled through this course, Bhat said.

As per the scheme, 15 government primary schools in each tehsil will be selected for introducing yoga education. A teacher from each school will be selected as a trainer.

SC orders status quo on medical counselling in MP

New Delhi: The Supreme Court on Wednesday ordered status quo in admission to undergraduate medical courses in private medical institutes in Madhya Pradesh on a plea of contempt of court filed by the state government.

The state government had contended that private medical colleges were not admitting students on the basis of centralised counselling being conducted by it, and were thus acting in “wilfull and deliberate disobedience of top court’s May 2 verdict.

The constitution bench comprising Justice Anil R Dave, Justice AK Sikri, Justice RK Agrawal, Justice Adarsh Kumar Goel and Justice R Banumathi issued notice to the private medical colleges, their association and deemed universities based in the state returnable before September 19 when the bench would hear the contempt plea.

The order of status quo is effective both on the counselling being conducted by the respective private medical colleges and the centralised counselling being done by the state government.

Alleging “wilfull and deliberate disobedience” of top court verdict, Additional Solicitor General PS Patwalia told the court said that the private medical colleges were repeating their defiance of the top court’s order.

He referred to an earlier judgment of the court wherein some of the private medical colleges were hauled up for their defiance of the court’s order.

Appearing for the private medical colleges, senior counsel Kapil Sibal said that it was the fundamental right of the private colleges to admit students through their own counselling.

To buttress his point, Sibal told the bench that private medical college had a different fee structure, and the state government, after counselling, send a student for admission but he may not be able to afford to pay the fee being charged by the college. Same thing may happen in the second counselling.

Before the issuance of notice, Justice Sikri told Sibal that he had a “point which needs to be considered”.

Alleging that government was destroying education, Sibal said that when everything starting from NEET to admission was being done by the state, then why would private entrepreneurs establish private institutions, adding that entire the state-led counselling was contrary to the statute and the regulations.

At this Patwalia said that private medical colleges could not challenge the provision of statute and regulations in a contempt plea.

Madhya Pradesh government, in its petition, seeking contempt proceedings against private medical colleges has said that the top court in its May 2 judgment had said that the centralised counselling by the State government does not violate any fundamental right and is in public interest.

The state government in its petition said that by September 2 communication to the state government, the Association of Privates Medical and Dental Colleges said that they would be holding their own counselling as the counselling being conducted by the State government was not in accordance with law.

The petition by the state says that the central government by its August 9 circular had directed combined centralised counselling on the basis of merit of NEET.

New Delhi: 19243 clerks are waiting to be recruited for various public sector banks across the country. For that, they will have to participate in the IBPS Clerk Exam 2016.

The eligible candidates for the exam, were required to apply before September 12, 2016 at the official website. The online exam is conducted in two phases, preliminary and main exam.

Candidates are required to have a graduation degree in any discipline from a University recognised by the Government of India or any equivalent qualification recognized as such by the Central Government.

The selection of the candidates will be based on their performance in the preliminary and main exams.

The IBPS clerk recruitment won’t require an interview, however, proper weightage will be given to marks scored in the main examination.

The results of the IBPS CWE Clerk Preliminary examination is estimated to be declared in December 2016. With this, candidates are required to download their respective call letters of the online main exam in December 2016 itself.

The online main exams will be conducted on December 31, 2016 & January 01, 2017 while the result of IBPS main exam will be announced in January 2017.

Candidates can download their IBPS PET (Pre-examination Training) admit card for SC/ ST, Minority Community/EXSM/PWD from October 25, 2016 to November 7, 2016.

The IBPS Clerk Pre-exam training will be held from November 7, 2016 to November 12, 2016. IBPS Clerk Exam admit cards can be downloaded from November 18, 2016 from ibps.in.

As per India.com, candidates are required to note that the preliminary exam will be computer-based where objective type questions of 100 marks will be asked. It will need to be completed in one hour.

The exam will have three sections and the following breakup. For the numerical ability section there will be – 35 questions and 35 marks, the English Language will have 30 questions and 30 marks. The reasoning ability section will be of 35 questions and 35 marks. The Stage II main exam will also be computer-based. It will be a 200 marks examination divided into five sections. Each section will have a separate time limit.
